Merfolk Sovereign allows you to safely attack and tap things like stonybrook school master, spawning 2/2 merfolks. this gains you free life too with judge of currents. all the tokens are free and expendable so you can attack with them frequently, gaining more life and whatnot.
levitation means all your creatures are still useful once stormtide comes out.
sejiri merfolk is obviously nice in a blue/white merfolk deck.
obviously all the island walk combos excellently with stormtide leviathan. pacifism helps you control the opponents flyers or just big threats. there isnt that much defense in this deck though, aside from wall of denial. you could also block with the free tokens
i went with triton shorestalker over merfolk spy because triton gets to freely attack more often, therefore getting more benefit from judge of currents overall
just threw this deck together, may work on it more later. suggestions? (budget, remember)
