To play your deck at an official ("DCI-sanctioned") tournament you need a deck registration sheet. Here you can download such a sheet pre-filled with the cards in this deck!
Please note: This is not an official DCI service. So please always make extra sure that the sheet contains all the cards in your deck and fulfils all DCI requirements. If you notice anything wrong, please let us know. DCI is a trademark of of Wizards of the Coast LLC.
The other mill deck I thought of is this Eldrazi based one. Ingest, Sphinx's Tutelage, and Ulamog... I don't really think much else needs to be explained there. You make the opponent's library disappear. The Sifter and Archive produce some ramp, while Dark Petition provides tutor. The Deepfathom Skulker (whom I completely forgot about in the first build of this) provides a great boost to card draw and, when mixed with Tutelage, mill. Necromantic Summons is mainly in here so as to grant the player a chance to turn five Ulamog. Draw/discard off of a dead Salvage Drone and you may easily drop Mr. Mog in the graveyard and just bring him back a couple turns later. I've been on the receiving end of this play. It hurts.
The sideboard is literally just some added card draw and removal, as well as an additional Dark Petition. Nothing fancy. Typical I would try to keep this a budget deck as much as possible, but Ulamog was kind of a must and he is not all that cheap sadly. Ob Nixilis could also be added(though he's not listed) into this for both added card draw and removal.
