RW Aggro Budget

This is my friends deck. He is new to MTG. He wants my help. You guys are probably better for the job. What recommendations do you have to improve this deck? I know, there is alot to improve. Pleeeaaassse help.

Unruly mob is so value, also there are a few too many cmc 4 cards. So I'd suggest shaving some cmc4 and running a playset of unruly mob.

Two points of my: 1. cut down to 60 cards. 2. cut down to one tribe. There is to much in tribes and mechanics in this deck. I think the best for him is red-white human.
