Cenn's Tactician information

In the battlefield there is a white creature and the Cenn's Tactician

So, in the next turn, when the other player attack can i use the general white creature for blocking two enemy creature ?

No. Cenn's Tactician second ability is state based, and is looking for a +1/+1 counter on creatures you control. Honor of the Pure is also state based, giving increasing the power and toughness of white creatures you control by 1; that does not equate to a +1/+1 counter.
