The concept;
Treasure tokens are great, and with Smothering Tithe a deck that capitalised on opponents card draw was begging to be made. Originally lots of "target player draws" cards meant that opponent or self could be conditionally be selected. This had no real wincon apart from attempting to mill the opponent, this evolved into a more mill focused deck with lots of Fog-esque cards to protect life total.
Turbo;
The first part of this tactic is to speed up the game with lot's of 'draw extra' cards;
4 Howling Mine and 3 Dictate of Kruphix means that potentially 8 cards will be drawn each draw step, this will ramp a lot when combined with Smothering Tithe. Teferi's Puzzle Box is an interesting addition that will mean that from a full grip ~15 treasure could be made in one turn.
Fog;
With the main game-plan being to mill out the opponent, the deck needs a way to say in the game.
Holy Day and Ethereal Haze fill the 1 drop slots, with the latter being more useful against creature based burn effects.
The other 8 cards in this slot have a CMC of 2 to allowing for every card in this section to consistently be used until the late game. Pollen Lullaby is a 1 of, with the potential of protecting for 2 turns if the clash goes in favour, the low CMC of cards in this deck make that unlikely though. The Cycling of Angelsong can be really useful situationally, but the three modes of Dawn Charm make it the best card for this category.
Finally Supreme Verdict acts as a member of this section by permanently resetting the opponents board.
Mill;
Aside from the cards mentioned in the Turbo section, Sphinx's Tutelage is a designated mill wincon. The opponent will be drawing more during their turn and milling more when it's not. Sphinx acts as a mana sink for when lots of treasures get online. Blue Sun's Zenith with treasure can also very quickly win the game.
Other;
Elixir of Immortality is a way to ensure that the library never gets dangerously low.
Grand Arbiter Augustin IV skews the mana curve in favour, slowing the opponent down.
Approach of the Second Sun as an alt wincon that with a combination of treasure and card draw should be able to be resolved rapidly in succession.
Mana base;
10 Island 14 Plains matches the mana requirements of this deck. Treasures and the ramp they provide should help to fix enough that fancy dual lands are not necessary.
