This is a deck that combines the power of two colored UW creatures under color tribal theme.
4 Judge's Familiar - A superior Cursecatcher. Can fly, can counter sorceries and instants, good against turn one Thoughtseize on the play
4 Unsettled Mariner - The newest addition from the horizons, protects you and your creatures from targeted removal, but still vulnerable vs sweepers.
2 Lavinia, Azorius Renegade - While just a bear most of the time, it has good interaction with Spell Queller and can hose random spells and can be pitched to Niambi
2 Niambi, Esteemed Speaker - Can save creatures from removal, gain some life against aggressive decks and draw cards in certain situations.
3 Meddling Mage - Already proved itself in humans deck, it can singlehandedly shut down various combo and if you have opponent's hand or deck information, it can cripple it drammatically.
4 Spell Queller - Powerful tempo card, can counter most relevant spells and it exiles them instead of countering, so it is basically the only answer to Supreme Verdict.
3 Reflector Mage - Another powerhouse from humans deck, it acts as temporary removal with a decent UW body. Useful, since the deck has no noncreature interaction in main deck.
2 Geist of Saint Traft - Strong beater, although you usually want use it against empty board. However the hexproof can really be really good against control.
3 Glasspool Mimic // Glasspool Shore - Excellent addition from last set, can be played as a land early on, but also copy some important creatures, like the liege, very good at chaining quellers too.
3 Thistledown Liege - Main reason I built this deck, not many lieges saw much play, except Wilt Leaf Liege. Most creatures in the deck are two colored, so this creature is basically giving +2/+2 to each creature. Flash can be quite handy, although it still dies to a bolt.
4 Aether Vial - A key artifact, already good in many less grindy small creature decks, allows you to cheat on mana and playing certain cards that are even more powerful when flashed in.
3 Dismember - Unlike Path to exile it does not ramp your opponent and also to remove like Magus of the moon if causing trouble. Life loss can be offset by Niambi.
1 Celestial Colonnade - Sometimes manlands are necessary, but playing only 1, since they come into play tapped.
1 Eiganjo Castle - Legendary 'plains', almost no drawback playing it, especially since there are some legends in the deck.
1 Minamo, School at Water's Edge - Legendary 'island', untapping those few legends can come handy sometimes.
1 Oboro, Palace in the Clouds - A blue producing land that has niche uses, but can be useful vs Choke, like the land above. Can be used with Niambi after it served its purpose.
1 Flagstones of Trokair - Nice upside to replace itself when destroyed, but in deck mostly because of Niambi.
1 Moorland Haunt - Grindy card in case all your creatures are wiped out, helps to rebuild.
4 Flooded Strand - Fetches that can fetch any basic too.
4 Hallowed Fountain - Standard dual land.
5 Island, 3 Plains - some basic lands, not too few to get rekt by Blood moon.
Sideboard:
1 Cloudblazer - For grinding matchups. Here could be some more resilient threat like Teferi, Hero of Dominaria.
1 Deputy of Detention - another copy if some permanents becoming too problematic
1 Meddling Mage - Fourth copy when you have clear idea what are you going against.
2 Deprive - Counterspell where bouncing a legendary land can be useful when having Niambi to cycle it away or bouncing Glasspool mimic to play it as creature later in the game.
3 Force of negation - Against combo decks.
2 Path to Exile - When additional and permanent removal is needed, especially if goyfs and shadows grow too large
3 Rest in Peace - Graveyard decks are still running rampant so I guess the number should be right.
2 Steel of the Godhead - Good aura when try to racing strong decks, especially powerful on geist.
