After updating to the more recent unsets, there is a few too many cards from me to type a justification for every single card... But core idea is, cards that can be played without changing the general pace of a regular game.

the idea is basicly to have mechanics that feel like they could be black bordered, or are close to functioning for black bordered

I've not included cards that include the following themes: Coin flipping, Dice rolling, Watermarks, Collector's Number, Host/Augments, Contraptions, Gotcha, Player with another player before, Person outside of the game, dexterity, Forcing players to behave in speccific ways, and cards that are just straight overpowered like Gleemax or Mox Lotus.

There is a few exceptions however, Watermarket, because it's honestly just a odd sidegrade to temple of the false god, and ancient tomb (probably worse), Bronze Calendar, Goblin Mime & Question Elemental, because they force you too act in a speccific manner, rather than another player (unless they wish to control question elemental), and it's nothing massive or exaggerated like place your head on the table (Skull Saucer).

"Ach! Hans Run!" : At first this card may seem overpowered, however it is comparable to Sneak attack. Cons: "Ach! Hans Run!" costs two more mana, requires 1 additional color, can only trigger once per turn, and only turn your turn. It also exiles the creature at end of turn rather than sacrifice. Pros: "Ach! Hans Run!" does not cost any mana to active, and pulls a creature from your library rather than hand.

Amateur Auteur : There are multiple blackbordered cards that function just like this. There is no reason other than the theme of the card for this card to be silverbordered.

AWOL : This card is effecively an exile target attacking creature spell. The only time it's second effect matters is if a player attempts to use an eldrazi to pull cards from your exile to your graveyard, in that case, they cannot target the AWOL'd card.

Bronze Calendar : This one is a bit on the sketchy side, as it kind of is a dexterity card. I would however argue that it is a fun variation of the Stone Calendar, do make sure that the other players know your normal voice before you play this though.

Buzzing Whack-a-Doodle : This etb it is a bit silly, but nothing extreme. There are weirder black bordered cards out there.

By Gnome Means: With cards like Nesting Grounds being printed, this mechanicaly feels very black bordered.

Chivalrous Chevalier : Basicly this is a 5 mana 3/3 artifact creature with flying with "etb, you may return a creature you control to it's owner's hand.", with a wholesome twist.

Curious Killbot, Delighted Killbot, Despondent Killbot, Enraged Killbot : they are just 2 mana 2/1 artifact creatues.

Double Header : 5 mana 2/3 drake with flying and a conditional bounce.

Duh : Slightly cheeper doomblade, murder etc, however less reliable.

Earl of Squirrel : Clearly a silverbordered card, but it's easy to understand and fun to play.

Elvish House Party : This card does use an object or state outside of the game to determin it's power and toughness, however it is not extremly overpowered nor confusing.

Emcee : This card seems like loads of fun! However I guess in a token deck it might be rather annoying. This one is a bit on the more sketchy side of playability.

Extremely Slow Zombie: 2 mana 3/3, Last Strike, sure why not?

Five-Finger Discount : Just a terrible control magic or mind control, with a fun steal subtheme. Make sure to treat cards that are not yours well though!

Form of the Squirrel : Not sure why you would ever cast this, I guess if you have a seal of cleansing in play?

Fowl Play : Comparable to song of the dryads or Imprisoned in the Moon, fair and fun.

Frankie Peanuts : A bit doubious on this one, but it can be fun. Do note that things like conceede is an out of game action, and you cannot force an opponent to do that with some tricky word play.

Garbage Elemental : As long as you don't play the contraption or dice rolling variations this one is compleatly fine.

Get a Life : Does nothing unless you are playing with teams. And if you are, this is a fair card.

Goblin Haberdasher : Hat Lord, sure why not.

Goblin Mime : a bad card, with a fun restriction, enjoy.

Goblin secret agent : Not really too good, fun drawback.

Hazmat Suit (Used) : Fairly stated, however lets agree that you can't force people to touch this by doing things like throwing it at them. However if they ask to look at the card or something, have them pick it up themselves. (sleeves don't protect you!)

Hungry Hungry Heifer : Honestly this effect is really cool, and I could see it being printed on a black border, I am not sure how strong it acctualy is though. Helps remove counters from cards like Dark Depths.

Hurloon Wrangler : Fun card, with fair stats.

Kindly Cognician : comparable to Etherium Sculptor. Seems fair to me.

Mary O'Kill : Unquie ability, but easy to understand. Could go off the rails a bit with Conspiracy, but nothing too wild for commander.

Masterful Ninja : Another unquie and cool ability, but again nothing too wild.

More or Less : This is probably the riskiest card on the list, the potentional to be broken is there, I'm just not sure if it's broken enough to compete with other broken commander comboes. And I think the benefit of potentional fun plays and silly interactions is worth that risk

Mother of Goons : I mean it wouldn't even be good without the drawback. Throw some shade on your oppnents creatures!

Novellamental : It's just a Welkin Tern, but an elemental

Oddly Uneven : Really cool boardclear, pretty weak, but fun.

Our Market Research Shows That Players Like Really Long Card Names So We Made this Card to Have the Absolute Longest Card Name Ever Elemental : 3 mana 2/2 with art rampage 2. Art rampage 2 powers it up by +2/+2 when it becomes blocked for every creature beyond the first in the artwork of the blocker's art. Delightfully silly, but not really strong or overpowerede. Bonus points for pulling this out with "Ach! Hans, Run!"

Party Crasher : Can attack during any player's combat phase. Really cool, could go wild, but 5mana 3/3 haste is pretty bad.

Question Elemental? : Like Bronze Calendar this is a bit weird, but like Bronze Calendar it forces you to manipulate the way you talk, and nothing ridiculous like "scream on the top of your lungs". It's poorly stated for the drawback, but fun to play.

Spy Eye : Just treat your oppnent's card with care, ok?

Super-Duper Death Ray: Putting trample on an instant makes little sense mechanicaly, but we all get what it does. It's a 3 mana instant with "Deal 4 damage to target creature, deal any excess damage to that creature's controller."

Symbol Status : This could go a bit wild if every single of your lands are from differnt sets, but honestly if you do a build around like that, you deserve to play this card. It's still weaker than avenger of zendikar anyways.

Target Minotaur : Very basic creature, neat artworks.

Team Spirit : Like get a life, this does nothing outside of multiplayer, in multiplayer it is fair.

The Cheese stands alone : Another one of the dubious onces, this is better barren glory, because it is statebased, and not triggered on your upkeep, perhaps a bit too strong.

The Countdown is at one : Okay so playing a magic subgame is a bit annoying, however because everyone's starting life is at 1, this is fine. Okish card, I would understand why people are not ok with it though.

The Ultimate Nightmare of Wizards of the Coast® Customer Service : It's worse fireball.

Three-Headed Goblin : Cool creature, however if it's ever blocked it will probably never be more than a 5 mana 3/3 double strike, which is fair.

Toy Boat : 3 mana 3/3 artifact creature with a drawback, why not.

Urza, Academy Headmaster : All of the effects are from other planeswalkers, however if you play Urza, print out this sheet, and bring a d20 https://media.wizards.com/2018/downloads/Urza-bilities_DARupdate.pdf

Watermarket : This is an exception to the no watermark synergy statement i made earlier, as it is basicly an Ancient Tomb that does not cost you 2 life, but has much nicher aplications. If you really want to run watermarket, you'll probably find yourself running mostly cards from ravnica, phyrexia and mirrodin. If you think it could fit into your deck, why not.

X : First of all, here is a link cause for some reason I can't find him at deckstats: http://gatherer.wizards.com/Pages/Card/Details.aspx?multiverseid=439526 . Secondly while the text seems a bit confusing, it is acctualy pretty straight forward. While X is in the hand of an oppenent of X's owner. (So usualy anyone but yourself) That player plays with their hand revealed. They can also not cast X, or activate X's abilities. However if an effect would make them discard a card, they can discard X. Aside from that, he is kinda like Zen Triplets. I'd say go ahead and run X as your commander, or in your deck.

Sideboard, cards that honetly could make the cut, but are also kinda broken

Shellephant : Broken with crackdown construct, also kinda runic armasaur i guess.

_____ : Okay so there is no reason for you to want to activate the second ability, however the first ability does have some neat interactions, but nothing broken. Go ahead and play him! Perhaps you can pull off the mythical EDH Hedron Alignment victory? (Tip: You'll need blue, black and white)

Alright so that's my suggest whitelist for silverbordered cards for EDH/commander, I'd love comments, and arugments as for why some cards should, and shouldn't be included!
