Commander (Artist):
Ramp:
Commander is a slow format, and because of that ramp is important, that is the case of most decks, and of our deck here. For ramp we have pretty standard mono color ramp with sapphire medallion, gilded lotus, caged sun and sol ring. However we do have a few odd ones, Unstable obelisk doubles as a removal later in the game, helping us deal with enchantments, which can normaly otherwise be a bit hard to hit. Apprentice Wizard is arguebly just a worse worn powerstone, but it is a really cool card, and because of that earns it's place in my deck. It also can be used for carddraw with Azami, Lady of Scrolls.
High Tide dosen't really ramp you, rather it gives you a burst of mana that turn (asuming you have 4-5 islands in play), which can be nice for pulling off a combo or casting a really big card, like enter the infinite.
Card Draw & Card Fixing.:
The card draw is seperated into two catagories, General Card Draw and Massive Card Draw.
The general card draw is pretty basic, you play the cards when you want to/need to draw cards. The main exception is Future Sight, which is technicaly not card draw, but it makes the top card of your library be a part of your hand (kinda). It's very good with cards like sensei's divining top, or Mystic Speculation.
The Massive Card Draw cards are a bit more speccific / situational, Blue Sun's Zenith & Stroke of Genius, can either be used with infinite mana to force an oppnent to draw out their deck, or draw out your own deck, and win with laboratory maniac. Enter the infinite enables you to draw everything you need to win. Time Spiral is kind of a plan B, you play it when you're either out of cards, or your important cards ended up in your graveyard.
Card Fixing is Mystic Speculation, which you cast, and pay for it's buyback cost to get rid of cards you don't need right now. Search for Azcanta is great for getting rid of cards you don't need. Sensei's divining top is just fantastic, and helps you get the cards you want when you need them.

Counterspells are rather simple, however in commander they are usualy not used for tempo, and rather to protect your board, or stop someone from winning. Summary Dismissial can 'counter' uncounterable spells and abilities. Consider it a --- for 1 more mana that also hits uncounterable spells.
