This is my (ever changing) take on a budget High Tide deck.

In this deck I will not include Timespiral (35€ each), fetchlands (20€ each), Force of will (50€ each) and of course without the Candelabra (300€ each upwards).

Land Cards:
The manabase is 15 Islands and 4 Terramorphic Expanse (as a shuffle effect for Brainstorm.

Counter spells:
Two Misdirection are acting as a more situational FoW and you can also redirect discard effects.
Four Remand are included, because they are cheap and give you a card.
The three swan song and two Spell Snare are more situational ( you could also consider Mana Leak; Pact of Negation, Flusterstorm, Spell Pierce or Counterspell)

Carddraw/Tutor cards:
If you run a deck with blue and have enough shuffle effects, play four Brainfreeze period. (Ponder and preordain are other options)
Compulsive Research digs three cards deep into the library and more importantly untaps your Islands.
Cunning Wish allows us to transform our sideboard into a Wishboard.
Gitaxian Probe is great for checking your opponets hand before starting the combo and raising the storm count.
In a deck, where you defeat your opponent in one turn loosing a turn is not a drawback. I run three in the main board in one in the wish board.
Merchant Scroll is the other tutor in this deck and allows to run some one offs.
Noxious Revival is a card I have yet to test, but there is some big potential here. Returning a high Tide, Meditatte or Turnabout gives redundancy. I put one in the main board and one in the side board.

The combo cards:

The single Brain Freeze is the Main Board win condition, a second is in the wish board.
The four High Tide are the center of this deck and allow to generate huge amount of mana.
Retraced Image can be used to get otherwise useless Islands into the game during the combo. I put one in the main board and one in the side board.
Turnabout is our big untapper, keep in mind you can also tap your opponents lands at the beginning of your combo.

The sideboard/wishboard cards:
Of course there are much more options depending on your meta and budget.
I include Blue element blast, besause I had them and they cou be good against Eidolon of the Great Reval.
Blue Sun's Zenith is our other finsher, i am still not sure if I want to replace my main deck Brainfreeze with a zenith. It is a bit more versitile, since you can play it on yourself to refill your hand or to deck your opponent.
Another Brainfreeze, Meditate, Turnabout, Noxiuos Revival and Retraced Image to wish upon.
Two Dismember as removal (one to sideboard in)
I choose Rebuild over Recall, because it works better against Chalice and one extra Mana should not hurt that much.
Snap and Wipe Away as Bouncers (Echoing Truth is another option)
The last two cards are one Spell Snare and one swan song each.

Other Cards:
Flusterstorm and Pact of Negation are both great options (15-20€ each)
Surgical Extraction can be great, although I would not include too many cards with Phyrexian mana costs (15€ each)
Mindbreakers Trap Is awe some against other combo decks and rather inexpensive (3-5€ each)
Thing in The Ice is a cool backup plan, but takes 3-4 Spots from our wish board (4€ each)
You could also play with a Couterbalance/ Sensei's Divining Top setup. (around 3€ each) Feline Longmore played a list with 4 Tops in the Mainboard and 4 Counterbalance in the side board.
