This is my oldest personal Commander deck. It was originally built to combo Scour from Existence and Djinn Illuminatus. Unfortunately, this combo doesnt work as expected, so for now its just a high value Red Blue spell slinger deck.
Currently looking to make changes, add win conditions, and overall fine tune this bad boy. While I don't have a ton of capital to make changes with, any suggestions or criticisms are welcome.
Update 02/03/20 - Starting out, I'm adding some obvious choices into the maybe board. Cyclonic rift for example. Considering my love of planeswalkers and my use of EXP counters I am also considering a number of proliferate cards. Ultimately I think the best direction of the deck is to remove the durdly value that just draws cards and counters spells, and instead iron out some proper win conditions.
Current cards on the cutting block include, Djinn illuminatus, Sphinx of the final word, Sunbird's Invocation, The Locust God, Fevered Visions, Goblin Electromancer, Sphinx of the Final Word
I've also decided to replace Jace, Unraveler of Secrets with Jace, Wielder of Mysteries. If, somehow, I manage to draw my deck Wielder gives a backup win condition.

These changes really reflect the new direction of the deck. We're going up a lot of proliferate cards to synergize with our commander's experience counters, our mass of planeswalkers, and we're adding card draw and ramp. Additionally we get the dirty combo of Narset + Wheel to refill our hand and shred out opponents.
The cuts reflect our departure from value town. With a focus on X cost spells, Sunbird's isn't the best value card in the deck. Token makers have been cut in half removing both Talran and Rise from the tides. Our one protection enchantment has been removed with the idea that we'll be better able to end the game instead of durdling for value with these changes.
I still want to make a few more changes. Adding in more counter magic is on the to do list, or some means by which to interact with what my opponents are doing. I am also considering Will and Rowan Kenrith from Battlebond as they synergize well with what my deck is doing.
