To play your deck at an official ("DCI-sanctioned") tournament you need a deck registration sheet. Here you can download such a sheet pre-filled with the cards in this deck!

Play efficient instants and sorceries for less and kill the opponent with a large Drake or Guttersnipe's ability or burn spells. Cheap card draw and burn spells and bounce will get rid of your opponent's creatures. Guttersnipe is easiy to cast on turn 3 followed by 2-3 spells on turn 4 for 6 additional damage. This is often too much for the opponent, he won't be able to catch up, think: shock, shock, lightning strike for total of 13 damage on turn 4.
Some cards are in there for test (Mirara Conjecture, Primal Amulet, Jaya). Still not sure if I want to play them main.
Not played cards:
Goblin Electromancer: stats too bad, you don't always have him on turn 2, and your spells are cheap, anyways.
Chart a course: We are not attacking that much. If you attack with the sceada or Niv-Mizzet, you propably already win anyways.
Adeliz the Cinder Wind: We don't have enough wizards to make him large.
Erratic Cyclops: A large blocker, but rarely a large attacker, as our spells are cheap.
Enigma Drake: Easier to cast then the Crackling Drake, but does not count spells in exile (jump started) and you always want the additional card the other one provides.
Dual Shot: Cheak sideboard option against goblins or saprolings.
Thud: Didn't try it, maybe option against decks with flyers. Make your Sceade large and thud it into your opponent. Obviously good with Hijack.
Hijack: Not so impressive except if you are playing against very large dinosaurs like Ghalta.
Skizzik: no synergy.
Murmuring Mystic: Too slow.
Banefire: Option against counter decks to finish off your opponent.
Izzet Guildgate: Replace Sulfur Falls or Steam Vents if you don't have all of them. But you have 7 turn 1 plays, so you want to have an untapped land on turn 1. And vor the drake and Niv-Mizzet you need the right colors.
Beacon Bolt: In the early game it deals just not enough damage, and can only target creatures.
