To play your deck at an official ("DCI-sanctioned") tournament you need a deck registration sheet. Here you can download such a sheet pre-filled with the cards in this deck!

The idea of the deck is to use your draw to mill opponents. The issue I have had with mill in the past is that you are always using set amount of cards and mana to mill x amount of cards off of a player's library. But until the player runs out of cards you haven't actually stopped them or reduced their threat to you.
Using your draw to mill reduces the mill to a passive effect. In this way your mana is being used on other things such as protecting yourself and countering threats whilst your draw mills your opponents.
Sphinx's Tutelage and Psychic Corrosion add your passive mill effect. Even one or two of these in play is enough to substantially mill your opponents. Sideboard as appropriate for Single player / Multiplayer games.
Kami of the Crescent Moon and Dictate of Kruphix provide your additional draw in your draw step. Whirlpool Rider,Forgotten Creation & Brainstorm provide an offensive element to the deck by adding massive burst draw and allow you to cycle through your deck to get the cards you require.
The damage to your own library can be reduced with Elixir of Immortality whilst providing valuable life gain.
Fog Bank provide you with a very solid flying creature defence.
You have multiple counter cards in Counterspell & Arcane Denial. These are cheap cards of which some will increase your draw (and thus your mill). Boomerang will also help to reduce incoming threats or bounce your own cards.
Mana fixing is done using Extraplanar Lens using a Snow-Covered Island mana base to prevent advantage to island using opponents.
Rhystic Study adds either a potential card every time an opponent plays a spell and makes your opponent's spell's cost 1 more to play.
Reliquary Tower removes hand size limitation.
The end card is Jin-Gitaxias, Core Augur who will cause significant damage to your opponents if you manage to play him. Reducing their available hand size by seven and allowing you a seven card draw on each of your end steps and subsequently a massive mill on your opponents.
Propaganda for creature defense.
Ashiok, Dream Render is your graveyard hate and additional mill. Plus he stops opponents searching libraries? Mad.
