Why Not these edhrec recommended cards ?
Neutralize ? Recently removed, there are other counter spells in the deck and I wanted to move away too many counters.
Hieroglyphic Illumination ? Cycling already draws cards, cycling cards that do something other than draw cards are used instead.
Abandoned Sarcophagus ? A handful of cards that return cards from the graveyard without having to exile them fill the purpose of this card.
Boon of the Wish-Giver ? Same problem as Hieroglyphic Illumination.
Reconnaissance Mission ? Similar problem as Hieroglyphic Illumination and Boon of the Wish-Giver. Since this gives the option for repeated card draw it is better than the others.
The Locust God ? Alternative cards that fill a similar roll but are lower casting cost.
Ominous Seas ? Draw 8 to make an 8/8 is a little too slow.
Azorius Signet ? The new Talisman cards and arcane signet are marginally better. Vizier of Tumbling Sands and Raugrin Crystal edge this one out because of cycling.
Crystalline Resonance ? This is from the precon. I dropped it to make room for Conspiracy Theorist.
Surly Badgersaur ? Cheaper casting cost cards that build power more consistently edge this one out.
Lightning Rift ? The need to spend mana to take advanage of the trigger means other options edge this one out.
Brallin, Skyshark Rider ? Glint-Horn Buccaneer and Chasm Skulker have lower casting cost.
Exotic Orchard ? I prefer more consistent colored mana options.
Mystic Monastery ? It does not cycle and it enters the battlefield tapped.
Shivan Reef ? The battlebond / Commander Legends multiplayer lands edge the pain lands out.
Prairie Stream ? Dropped to add in Mountains
Countervailing Winds ? Neutralize, Complicate, Decree of Silence, Nimble Obstructionist
Shabraz, the Skyshark ? Cheaper casting cost creatures that fill the same roll.
Fierce Guardianship ? This is a great card that comes in the original preconstucted deck. Decree of Annihilation and Decree of Silence are the fun killing cards in this deck because they match the cycling theme. Fierce Guardianship will evnetually find a home somewhere else.
Zenith Flare ? A dead draw early on and even when it works it may fall short of lethal damage. Also it can only hit one opponent.
Sun Titan ? Once a card I expected to see in all my white commander decks, the high casting cost means other cards have edged this out.
Psychosis Crawler ? Glint-Horn Buccaneer fills that roll at a lower casting cost.
Alhammarret's Archive ? Teferi's Ageless Insight is filling this role, this is a fine alternative to it.
Training Center ? Perhaps should come in replacing one of the colorless producing utility lands. The other two lands in this cycle are in, but the land counts and colors have this one edged out.
Skycloud Expanse ? Azorius Signet but as a land. I would rather play the pain lands, but even those are edged out. This only shows up as a recommended card because it is in the precon.
Idyllic Tutor ? I have yet to have the need to become more consistent than using cycling to dig for cards needed.
Miscalculation ? I like having just a few counters and ones here have the ability to counter when cycling
Niv-Mizzet, the Firemind ? The any target is nice, but the high mana cost keeps this out
Commander's Sphere ? The only three mana cost ramp cards included are Vizier of Tumbling Sands and Raugrin Crystal because of cycling. The two mana cost rocks edge this one out.
