I love Vilis. It's my favourite legal commander (sorry, Griselbanned). So I did 3 decks for him. And I'm building more! But let's talk about this one...

Early Turns:

• Ramp fast to get Vilis asap
• Set some life outlet
• Set protection for Vilis if we don't have a life outlet
  Once Vilis is on the battlefield:
• Be absolutely reckless about life
• Draw as many cards as possible without dying.
• Look for:
  • Rituals//Skirge Familiar to get mana fot the following cards
  • Lich's Mastery to be 200% reckless and commit "suicide"
  • Cards that get us draw with negative life, Pain's Reward is the best one
  • If don't find Mastery, play life drainers to be able to pay more life aka draw more cards.
  • Finishers such as Repay in Kind, Psychosis Crawler, Gary...

Sections:
Card Draw is focused on drawing without Vilis, but it gets better with him put.
Ramp tries to get Vilis asap
Target Removal, have both life loss and life gain removal. It also have "monoblack" permanent removal (Ugin, Scour...)
Mass Removal, half fast wraths (Mutilate, Dead of Winter) half save-Vilis wrath (Killing Wave, Necromantic Selection..)
Tutors, tutors.
Suicide, cards only meant to be used once Vilis is out. Cruel Bargain and Infernal Contract are not under Draw because of that. 3 cmc for 4 cards while losing 20 life is not good... unless we turn 4 to 24.
Lifegain, to not die.
Finishers, cards to close the game and win. Lich's Mastery is here because ia needed in some combos.

Combos:
• Vilis + Lich's Mastery + Psychosis Crawler + Pain's Reward/Spoils of the Vault
• Lich's Mastery + Repay in Kind + 0 or less life total
• Vilis + Lich's Mastery = X life loss, draw X cards, exile X cards from hand
• Lich's Mastery + Psychosis Crawler + Gary/Exsanguinate
