Why should Modern be the only format that gets to have fun with Burning Inquiry?

The goal here is to use the 12 discard spells (Faithless Looting, Burning Inquiry, Cathartic Reunion)to create a large board presence of smaller creatures (from Acorn Harvest, Basking Rootwalla, and Bloodmad Vampire) and then a discarded Scourge Devil can be Unearthed for a big attack. I did the math and while for the same mana you could also flash back Rally the Peasants, the Unearth ability cannot be countered on the stack, and the Scourge provides his own 3/3 body, so assuming that the opponent does not have any blockers, Rally will not deal more damage than Scourge until you have at least 5 creatures on the battlefield. This changes of course if you have the white mana to cast the first part of Rally the Peasants and can either the same turn or the following turn flash it back.
