Let's be real, this list is mostly for blue players. There are counterspells in all colors, but not a lot of good ones.
Whenever you're making a deck with counterspells, you want the majority of them to cost 2 mana or less. Often, 2 mana is all you will every have to spare for countering, so if your counterspell costs more than 2 mana, it better be worthwhile.
Keep in mind that filling a deck with counterspells is often a bad idea. Generally, 3 to 5 counterspells is a good number; enough to protect yourself, and possibly disrupt your opponents.
