The deck works by playing as many artifacts as it can and eventually blowing them up with Rampage of the Clans. The deck has two states of play: Set up and Combo.
Set up:
The main struggle with your deck is setting up the combo of Mystic Forge and Ugin, the Ineffable. This allows you to easily play most of your deck. Most of the things you can play in this way are categorized under "Trinkets".
Even though Ugin costs 6, you should be able to access him on turn 4 or 5. Mana rocks accelerate your curve, and Renowned Weaponsmith can pay for most of the cost, enabling two rocks to be played on turn 3. As you have 12 in your deck, this is a likely scenario. Scheming Symmetry allows you to fetch Ugin or Forge. And if Ugin is in your hand, Flood of Tears allows you to play him safely (and then likely deploy all of your mana rocks again.)
As a general rule, Mystic Forge is a much lower priority than Ugin, the Ineffable.
On Combo:
Dimir Locket, Simic Locket, and Mana Geode all cost one and then can be immediately tapped to pay for themselves. Guild Globe and Vial of Dragonfire are free to play. At this point you are playing cards from your deck until you cannot play the top card. In this case, you can do any of the following to continue:
Use Renowned Weaponsmith to search for (and then play for free) a Vial of Dragonfire.
Use Ugin's +1 to convert that card into a 2/2 spirit.
Play a free Guild Globe to draw the top card.
Tap Mystic Forge to Exile that card.
Cast Scheming Symmetry to place a new card on top of the deck (Probably Aiming for Karn, the Great Creator, or Flood of Tears, which allows you to reuse your Guild Globes.) This also shuffles the rest of the deck.
Burn a Dimir Locket or Simic Locket to draw that card, and one more.
Your goal is to continue pouring through your deck until you feel comfortable casting Rampage of the Clans. Ideally this is done while you have all four copies of Retributive Wand in play, to nuke your opponent for 20 damage. In that isn't enough, your army of 3/3 tokens will finish the job.
