The biggest problem I have with this list, is that defining chaos cards is hard. We know what a chaos card is when we see them, but we still can't quite define it.
But I think I figured it out; chaos effects add an element of randomness to the game. Whether it's making you cast spells randomly (Possibility Storm), switching control of creatures/permanents (Scrambleverse), or causing people to take turns at random (Timesifter), chaos effects are a great way to spice up your Commander games.
...or tick everyone off. Be very careful when making a chaos deck, or even including chaos cards. You want the people at your table to have fun, not get annoyed at Thieves' Auction. As a general rule, people like chaos effects that could benefit them (Humble Defector, Gate to the Aether) and dislike ones that make their deck unplayable (Scrambleverse, Timesifter). I've marked cards that (through my experience) tend to annoy people, but it is subjective.
