The goal here is to combo off. You drop Kiora and Nyx Lotus, tap/untap the lotus for massive quantities of mana, then use Gadwick to draw more cards and use the fresh Corridor Monitors you dig up to untap the lotus, then go again. Once you have the devotion, fire off Thassa's Oracle to look at your entire deck and win the game.
Leyline of Anticipation potentially gives you two blue on turn 1. Even if it doesn't, being able to fire off the combo precisely when your opponent taps out is very strong.
Cavalier of Gales and Thassa's Oracle both let you filter for the cards you want when you want them (in addition to adding plenty of devotion). Cav of Gales also doubles as a win con thanks to being a 5/5 flier.
Thassa can flicker the Cavalier of Gales, Thassa's Oracle, or Corridor Monitor at end of turn to either give you an additional mana, or help you dig for the card you need.
That's the core of the deck. The rest of the cards are debatable.
I have Brazen Borrower for early game defense and some extra devotion, but Vantress Gargoyle and Threnody Singer are perfectly acceptable alternatives, if you're on a budget.
Lotus Field is funny with Kiora. You can turn 3 land into 5 mana by tapping two islands, playing Lotus Field, then untapping lotus field with Kiora. Everything after that is just gravy, as Lotus Field will produce 6 per turn with Kiora out.
Mystical Dispute is the only real sideboard card, as I suspect this deck will struggle against counters. The rest are miscellaneous answers to dig up with Fae of Wishes.
Nadir Kraken is in the maybes because you'll have plenty of mana and card draw, but I wonder if he'd work better in a shell built around him than he would here.
Bag of Holding is in the maybes because it would be hilarious to draw half your deck with devotion + Gadwick, then discard it all, then be able to draw it all again. It wouldn't actually do anything.
