My playgroup is doing a $40 budget deck tournament using TCGPlayer’s market low pricing. I chose mono-green elf tribal because I felt it would easier and cheaper to build a mono-colored mana base. And, elves, of all tribes, seem to have the most synergy. This deck may be a bit high risk since one board wipe might take me out of the game and I don’t have any counter spells. So, my plan is to play aggressive, use the removal I have to limit others from getting ahead and swing in for lots of damage before everyone else can establish their boards. After the tournament is over, I plan to upgrade the deck with non-budget options that I’m adding to the Maybeboard.

I won the tournament! People could not keep up with the value or the synergy. Since then, I've been upgrading the deck with foil and promo versions of card in the deck. I've also Umbral Mantle and Sword of the Paruns to create infinite mana with several of my mana dorks. I did add a few more efficient draw spells.

This deck appears to be legal in EDH / Commander.
