Use Vega, the Watcher as an excuse to run a slew of unusual cards like Knowledge Pool and Spellweaver Volute.
This deck aims to draw a lot of cards and out-value opponents then eventually use Starnheim Unleashed, Shark Typhoon and potentially Dream Trawler as wincons. These could be swapped for other ways to win, such as Ominous Seas. Of course, you can also steal other people's cards using Daxos or Mind's Dilation (which is arguably more fun, but less reliable).
This deck requires patience. Cards like Mind's Dilation can get you a ton of value, but they often come down late and are quite slow - they're not so great if you need to deal with a threat right now. You need to plan ahead, and honestly it probably just won't keep up with faster/more powerful decks.
A more competitive deck might run Drannith Magistrate and/or Lavinia, Azorious Renegade for a lock-out with Knowledge Pool or maybe Laboratory Maniac type effects and seek to win purely by drawing, but you would need more draw for the latter and for the former, well, you may as well just run a Lavinia deck then.
Special shout-out to Knowledge Pool which is still a really cool card in this deck even without the pseudo-wincon lockout thing. Some people consider it just to be a chaos card but it's predictable, it just disrupts people's gameplans and makes them think a bit harder - and here we break parity with it quite a lot. Firstly, because we are aiming to cast not from our hand a lot anyway we have many ways simply to ignore it - and if we do want to cast from the pool, we do have a couple of cheap instants we can use to gazump people with. Secondly, all the while it's out it can be drawing us cards not only from Vega but also Rhystic Study/Mystic Remora.
The most likely cards to be cut are probably Spellweaver Volute or Planeswalker's Mischief. These are both very cool cards that are very fitting for this deck, but are just too expensive for what they do and too limited in how they do it.
Hidden Strings is perhaps the most notable exclusion. I didn't want to include it originally as I had very few creatures, and it's begging for removal. However if running cards like Dream Trawler, it's probably worth it.
