To play your deck at an official ("DCI-sanctioned") tournament you need a deck registration sheet. Here you can download such a sheet pre-filled with the cards in this deck!

This deck wants to "gift" the opponent with permanents with heavy downsides, such as not being able to win, just losing the game, discarding cards or generating tokens for the opponent.
To gift our stuff we have Harmless Offering and Bazaar Trader, with Bazaar Trader providing one gift a turn.
Rotting Regisaur is a perfect fit, as it synergises with Ensnaring Bridge. Akroan Horse gifts itself to the opponent which is pretty good and it provides a win condition because it will pump out many tokens for us after some time. Abyssal Persecutor is not a win condition, but it buys us unlimited time to kill the opponent, if the opponent can't deal with it. Demonic Pact is our main win condition, as we can use the first three modes and then gift it to the opponent, him or her losing the game when we pass the turn.
As we don't want to kill those cards, because their downsides are just too good for us, but we also don't want to just be beaten down by those high power creatures, we have Ensnaring Bridge, which we also could just gift to our opponent, because it still works the same and may be better on his board if he has zero cards in hand because of Rotting Regisaur.
For top-deck manipulation we have Mazemind Tome. Early removal is provided by Lightning Bolt..
As most of our presents for the opponent are quite expensive, and we still have to summon them before getting rid of them, we packed 25 Lands. A dual colour mana base is provided by Dragonskull Summit and Foreboding Ruins.
When playing against tron, we have three Damping Spheres, which we are going to swap out for Abyssal Persecutor. This way, we still have Ensnaring Bridge, to keep our presents and the opponent’s threats away from us.
When sideboarding against dredge, we will, again, remove the Abyssal Persecutor in favor of our silver-bullet: Grafdigger's Cage
Against burn, we don't have access to real silver bullets. Spellskite is an option, but will only be able to save us one life-point a turn, as we need to pay 2 life to activate it. So I figured, that we somehow need to survive with what we have: Life gain from Demonic Pact, emptying the opponent's hand and make us invincible by gifting Abyssal Persecutor.
When playing against mill, we don’t need any sideboard. Abyssal Persecutor will stay in the deck here, as we will probably have enough time to gift it to our opponent, basically winning us the game.
It's semi-budget, with even a playset of Ensnaring Bridge in there, "only" costing 130€ and I don't think there's a way of removing that card from the deck, as board wipes and removal are not going to be any good, because we want to keep the opponent's creatures on board.
