Pauper EDH is an alternative format that uses any uncommon creature as the commander and the 99 are commons.
This mono-white deck is blessed with the recently spoiled "Sheperd of the Cosmos" from Kaldheim, it's Sun titan-lite or Renegade Rallier minus green.
So, you're asking, why play this over Renegade Rallier? Well, there's no advantage or benefit, really. Maybe your opponents will take pity on you for playing mono-white and won't see the combos coming?
The combos I'm talking about are Cosmos + Angelic Renewal + sac outlet (Ashnod's Altar / Fanatical Devotion) for infinite etb's.
We take advantage of those etb's with cards like Pious Wayfarer, Ninth Bridge Patrol, Unruly Mob, Rising Populace and Midnight Guard + Viridian Longbow.
We can also get an arbitrarily high HP with Seraph Sanctuary / Soul Warden / Soul's Attendant / Impassioned Orator or Suture Priest.
Can we tutor for any pieces of the combo? Nope. Do we have a lot of card draw to find them? Nope.
So therefore the deck is a grindy son of a gun and Cosmos does that decently. We have a ton of =<2cmc permanents that help us stay in the game which we can recur with our commander.
Some notable examples are Kami of False Hope, Seal of Cleansing and Wall of Glare, the latter has a soft-combo with Ghostly Possession and Inviolability.
On top of that we pack as much removal as mono-white will allow, from spot removal with Crib Swap and Afterlife to artifact/enchantment removal with Dispeller's Capsule, Felidar Cub and Topple the Statue.
There's also a ton of pacifism-esque cards, worth noting is that if Cosmos brings Pacifism or Reprobation back they can attach to hexproof creatures as targeting is only part of the casting. https://mtg.fandom.com/wiki/Aura 303.4f
So to utilize this toolbox and as a form of protection the deck runs a fair amount of flicker spells (Cloudshift, Flicker of Fate etc) which lets us activate our commander's ability on command, bringing in whatever 2cmc permanent the situation calls for. And as said they also act as a form of protection against spot removal.
Weaknesses of the deck is first and foremost the weak draw & almost complete lack of tutoring. With some poor luck you might end up doing very little while your opponents progress their game plan. With no boardwipes wide boards can pose a threat and with very little flying/reach flying could be an issue.
