Pauper EDH is an alternative format that uses any uncommon creature as the commander and the 99 are commons.
This mono-white deck is yet another white voltron deck from yours truly, helmed by Mother of Runes, a.k.a. Mom. Her ability can target herself which means we have built-in protection in the command zone.
However she needs to tap to use her ability which means she'd need vigilance in order to attack and hold up protection. Therefore the deck has a ton of sources of vigilance, msot of them providing an additional buff like +1+1 or flying.
Speaking of flying — since we'd want to hold up the protection against removal we can't really use it to become unblockable (some exceptions, of course) so we run mostly flying as a source of evasion. This is unfortunately unideal against decks with a flying theme but not unsurmountable.
Since we have protection in the CZ we get away with running less of it, however some sources are still useful in scenarios where multiple spells are used attempting to destroy Mom. They can also double as evasion. Worth noting is that Triclopean Sight can flash in to untap mom in order to give protection again.
For regular buffs we run mostly cards with additional utility as a simple +2+2 aura isn't that appealing; Cartouche of Solidarity / Flayer Husk / Ancestral Blade / Squire's Devotion all offer additional bodies to help against edict effects. Prying Blade and Goldvein Pick offer mana, especially useful to hold up interaction. Ethereal Armor is the big finisher, tutorable by Heliod's Pilgrim and Totem-Guide Hartebeest.
Since the deck gets away with running a lot less protection we're able to run a lot of removal. Most of it is flexible. They either hit several types of permanents or can cycle or have additional utility. We also get to run a lot of cantripping creatures, which helps against edicts and dissuades attackers a bit. So does Loyal Sentry, Gossamer Chains and Guardian of the Guildpact.
Weaknesses of the deck are as mentioned edicts, Mom can't protect against that. We also lack a good way of dealing with white sources of removal, as protection from white would remove attached auras as well. Finally wide decks can be an issue as the deck can't block very many creatures and doesn't gain that much life.
