Preliminary remarks

  1. I create all my decks from cards that I physically own. I do not play online, nor am I interested in building decks from proxies. It's harder, and in this age of widespread netdecking, it can help you develop your own creativity.
  2. It's a typical budget deck, in addition built from cards collected to build a "real" and competitive mill deck (see in my profile).

Main strategy

  1. tl;dr: just win xD
  2. Firstly: mill with the aim of throwing away lands from the opponent's library (Mind Funeral, Balustrade Spy, Mirko Vosk, Mind Drinker or Undercity Informer).
  3. Secondly: the fastest possible rash of rogues (more rogues -> faster mill -> bonuses for rogues + faster achievement of goal from point 2)

So the assumptions are simple, but it is clear that every opponent will do everything to prevent us from executing our game strategy...

Additional strategy elements

  1. Our acceleration (card draw): we have to be faster than our opponent, especially as, if we play mill (Opt, Cling to Dust)
  2. Opponent's delay: if our creatures do not fall quickly and massively into the graveyard, any play that slows down our opponent can give us victory (getting rid of enemy creatures - also from the grave - or prolonging the game by increasing our life points (Cling to Dust, Far // Away)).
  3. Depending on who we are playing against, we can either try to settle the game in our favour with creatures (more creatures from sideboard + Alchemist's Gift) or go more back on the defensive (Keep Safe, Psychic Rebuttal).

Maybeboard

  1. Some cards to improve or customise according to personal preferences or local/current meta game.
  2. Consuming Aberration on the battlefield? Horror in the opponent's eyes guaranteed (when he doesn't have counter/removal), as well as our satisfaction from playing this card :-)

Final remarks

In a clash with other budget decks (tier 3), playing with rogues can provide victories. Against more powerful decks (tier 2 and especially tier 1) this will be difficult to achieve (obviously the mana base would need to be rebuilt to have faster access to mana, so we will need fetch lands, etc. etc.), but not impossible, especially if we are lucky and our opponent... unlucky ;-)
