With her soul cleansed and Tiamat no longer a threat, Dr. Kylie Moriarty returns home to England for a good long rest. While she is resting, she encounters a patient who has been exposed to a strange liquid. Discovering that he's got a bad infection that can only be cured with leeches, Dr. Moriarty saves her patient. Then she investigates where the liquid came from, and collects it, using leeches to ensure it doesn't spread. When her tests verify that the infection threat to England has been stopped, Dr. Moriarty goes back to Theros to discuss the matter with Pharika. They had worked with a Pharikan form of infect before. Now they have to manage the real thing.
With a master of medicine and Pharika working together, it doesn't take long before the two of them go absolutely mad making a deck that heals, and heals enough to satisfy the Felidar Sovereign. And with Pharika's guidance, Kylie doesn't stop there. She produces an herbal remedy kit that can bring the dead back to life, frequently, culminating in a clone of Athreos (and how Pharika got the material for Kylie to do that is a question better not asked). Soon, the two are making clones of a myriad of creatures who bring the dead back. All led by a clone of Colfenor, the Last Yew.
Kylie is just taking a break from her quest to cleanse the multiverse, seeking only to heal people. Pharika, on the other hand, means to ensure the safety of Theros - and to have a weapon in her hands she can use so the other gods won't misbehave again. Using Kylie's methods, Pharika ensures that killing the infected will not stop the problem, because the infected will just keep coming back on a continual basis.
Shalai, Voice of Plenty, Gavony Township, and to a lesser degree, Death's Presence, are there to bolster the infect creatures so they'll become more dangerous than the opponents can deal with.
