With her soul cleansed and Tiamat no longer a threat, Dr. Kylie Moriarty returns home to England for a good long rest. While she is resting, she encounters a patient who has been exposed to a strange liquid. Discovering that he's got a bad infection that can only be cured with leeches, Dr. Moriarty saves her patient. Then she investigates where the liquid came from, and collects it, using leeches to ensure it doesn't spread. When her tests verify that the infection threat to England has been stopped, Dr. Moriarty goes back to Theros to discuss the matter with Pharika.
Pharika is excited, and puts the creatures to use, while Kylie discovers that DNA from a natural immune named Melira can stop the process, making it easy for Kylie and Pharika to protect themselves. Their creatures are simply an experiment. Something to keep the meddlesome gods busy (and scared, as Pharika has made it quite clear indestructible means nothing when your toughness is decaying).
The real plot is that Kylie has developed a new type of blood, Exquisite Blood at that. Pharika, on the other hand, has crafted a Sanguine Bond. Together, they turn Kylie's natural instinct for lifegain into a dangerous weapon.
With a master of medicine and Pharika working together, it doesn't take long before the two of them go absolutely mad making a deck that heals, and heals enough to satisfy the Felidar Sovereign. And with Pharika's guidance, Kylie doesn't stop there. She produces an herbal remedy kit that can bring the dead back to life, culminating in a clone of Liesa, Forgotten Archangel and a clone of Athreos (and how Pharika got the material for Kylie to do that is a question better not asked).
Kylie is just taking a break from her quest to cleanse the multiverse, seeking only to heal people. Pharika, on the other hand, means to ensure the safety of Theros - and to have a weapon in her hands she can use so the other gods won't misbehave again.
Shalai, Voice of Plenty, Gavony Township, and to a lesser degree, Heliod, Sun-Crowned, are there to bolster the infect creatures so they'll become more dangerous than the opponents can deal with.
