This deck is a mono blue illusion fast-control deck. I would consider it as budget, even if there are a few cards in there that are not so cheap. However it is very reliable and can beat all the expensive stuff out there.

The idea was to combine the current mono blue tempo concept of the meta with the illusion tribal (slowing down the "tempo" but providing a bit more control). This shall be done using illusions and Lord of the Unreal in the first turns combined with some counters. Later the Oneirophage and Krovikan Mist will become a real threat.

Sideboard and card choices:
After some tests I decided to sideboard the Illusory Angel and put in the Murmuring Mystic instead. The reasons are that the angel was more T5 than T4 (T3 is not possible due to its condition) and Murmuring Mystic brings a lot of tokens, paired with some tankyness in T4 and additionally enables the Wizard's Retort to be played for 2 mana.
I am still unsure if Opt or Dive Down is the better choice, both having their situations...
One additional Entrancing Melody can replace any counter if there is one key creature you want to steal from the opponent instead of countering it.
In situations where Curious Obsession doesn't work (it usually does), the Winged Words and Search for Azcanta can replace it to keep card advantage on your side. You don't really need the Search for Azcanta if you use another Winged Words instead (i just put it in as I have one).
