EDH Mill (EDH / Commander)

As it says, I'm trying to build an EDH mill deck. I don't want milling to be the only win condition, so I've included Vela the Night-Clad for cards that aren't easily blocked and Oona, Queen of the Fae for token generation to take advantage of Vela's life drain when the tokens are inevitably killed.

Glen Elendra Liege for +1/+1 to all my creatures(does that double for U/B cards?) and Scion of Oona and Oona's Blackguard for the tokens specifically. I won't be able to make much use of them until later in the game, but I think they can be a force to reckon with once they're out. 3/3 or 4/4 unlockable flyers? Even if they get killed before dealing damage, they can still hurt my opponents simply by leaving the field.

I have two different versions of Jace and Liliana in the decklist, so one of my questions is obviously which ones? Doesn't even need to be one already on the list. As long as it's a good fit to the rest of the deck. Recommendations on a commander are needed to. Can't decide between Vela or Phenax.

I've got more artifacts than I'd like, but the mana generation abilities are a definite plus. Also, I'm in love with Mindcrank, and want any other card with similar abilities to be included if possible.

All comments and suggestions are welcome. I'm not going to buy them all at once, but I'd like to keep the total price under $400, and no more than $40 for a single card. Obviously, prices fluctuate so my price range will too, but $400 is the total price using TCG Mid pricing and I don't want to go much over. I know it's expensive, and most people want a good deck cheap, but none of my current decks are more than $60 and I want at least one really good deck. I know expensive doesn't always mean good, but sometimes it does.
