This format is solved (maybe).
For those unfamiliar with cEDH, this is the infamous Teferi, Temporal Archmage / The Chain Veil combo ported into Oathbreaker. The deck has been floating around in the competitive EDH world for quite some time now, and all of the critical pieces are legal in Oathbreaker.
To explain the combo:
On the battlefield, you need Teferi, Chain Veil, and untapped 3 permanents that tap for 5 or more mana. Tap your permanents to float 5+ mana. -1 Teferi to untap all of them. Tap them again. Now you have 10+ mana. Use 4 mana to activate Chain Veil. You've now netted a mana, but Teferi is at 4 counters instead of 5. You continue this loop until Teferi dies, adding The Chain Veil to your 4 untaps. Once Teferi dies, you should have activated The Chain Veil 4 times and have 10+ mana floating. Use your mana to recast Teferi. Because of how The Chain Veil is worded, Teferi is considered a new planeswalker, and gets 5 free activations before you need to activate The Chain Veil again. Alternate +1ing and -1ing Teferi until you're out of free activations, then continue the loop.
In short, with Teferi, Chain Veil, and 3 permanents that tap for 5+ mana, you end up with infinite mana and drawing your entire deck. Once you do that, feel free to Blue Sun's Zenith each of your opponents for a billion.

Blightsteel Colossus is another win con if there's a Leyline of Sanctity or something of the sort making it impossible to win with Zenith.

Grim Monolith is infinite mana with Power Artifact.

Mindslaver and Academy Ruins locks an opponent out of the game.

Rings of Brighthearth makes it so Teferi's -1 is 8 untaps for 2 mana. The Chain Veil becomes 2 activations for 6 mana. Infinite mana with Basalt Monolith.

I think The Chain Veil needs to be banned in Oathbreaker. From their website, on their philosophy of card bans: "Cards that lead to unreactive game states or unmemorable games. Cards that take over games in an undesirable way, that leave most players locked out of the game and unenthused. These types of cards are usually too hard to answer, under costed, or enable quick combo finishes." The Chain Veil does just that. I also wanna see The Elderspell banned, but that's a discussion for another time.
