To play your deck at an official ("DCI-sanctioned") tournament you need a deck registration sheet. Here you can download such a sheet pre-filled with the cards in this deck!
Please note: This is not an official DCI service. So please always make extra sure that the sheet contains all the cards in your deck and fulfils all DCI requirements. If you notice anything wrong, please let us know. DCI is a trademark of of Wizards of the Coast LLC.
The format I am making up is similar to tiny leaders. You pick a non-artifact permanent card (not just a legendary creature) to represent your deck. There are no color identity restrictions, but the cmc must be 3 or less (for your commander-type card, not for the entire deck). You roll dice to determine who goes first, as you normally would, but the game starts with a shared "turn zero" in which your represented card enters play for free, with the highest roller resolving first. You may not run your representation card elsewhere in your deck, but it is not a singleton format. You can build an artifact deck, as I did, but artifacts cannot be your figurehead in order to prevent degeneracy. Cases in point: Sol Ring, Skullclamp, Spellskite.
