Sliver Overlord is the legend that I prefer for a Sliver Tribal Deck: it's huge, it can tutor any sliver from our deck and can easly be used almost as a voltron commander.

The first idea I had talking about Sliver is an aggro deck that can use all the synergistic creatures to build a strong army lead by a strong commander. Starting with the mana fixing, with Gemhide Sliver or Manaweft Sliver, passing to the buffs, with Muscle Sliver and such and Sliver Legion, and ending with the evasion, with Cloudshredder Sliver or Galerider Sliver, it's pretty easy to build a fast deck.

Our Slivers can even think about the protection of our hive, with creatures like Crystalline Sliver, Root Sliver and (of course) Sliver Hivelord while we can protect our commander with Lightning Greaves or Swiftfoot Boots and we can and have to use it to tutor the Slivers we need.

Another sweet play we can pull off is using Amoeboid Changeling's ability to steal for the entire game our opponent's creatures and the good thing is that Amoeboid Changeling is a Sliver too, so we can tutor it with our commander.

Last thing, we can use Spiteful Sliver both to make more difficult for our opponents to block our creatures and to close the game with Chain Reaction or Blasphemous Act for a massive amunt of damages.

Sliver Overlord opens to a pretty straightforward plan with a lot of attacking involved, but can be used to for a big combo plan, of course all tribal.
