The whole idea of this deck is to ramp up to Sarkhan's unsealing and drop large creatures. When you drop a large creature with Sarkhan's unsealing on the board, you may either take out one of their creatures or hit them for four damage. When you drop a creature with 7 power or greater, it may be a board-wipe. Rhythm of the Wild allows you to deal with control decks and hit them sooner. Sundering Shaman makes it so that you can deal with enchantments. White decks run a lot of Ixalan's Binding or Conclave Tribunal, which Sundering Shaman can deal with.
If you wish to make this deck a budget deck, then I offer the following suggestions. Land is the main place where price rises because of the Stomping Grounds and Rootbound Crags. These are things to pick up because they can be used in Modern and hold their value. Therefore, do not change this aspect of the deck. However, many of the pricier creatures will not find a place in Modern after rotation.
Therefore, substitute out the following cards: Rekindling Phoenix, Carnage Tyrant, Steel Leaf Champion, and Vivian Reid.
Substitute 2 Colossal Majest for Vivian Reid. In place of the other creatures I suggest any of the following creatures: Bristling Boar, Onnake Ogre, Inferno Hellion, Havoc Devils, Demanding Dragon, Territorial Allosaurus, Gaea's Protector, or Baloth Gorger.
