To play your deck at an official ("DCI-sanctioned") tournament you need a deck registration sheet. Here you can download such a sheet pre-filled with the cards in this deck!

The idea behind the deck is to make your opponents bleed out, while you gain a bunch of life at the same time.
Kambal, Consul of Allocation himself is noncreature spell taxation, which will work pretty hard against spell/artifact heavy decks, making them lose life quite fast from turn 3 on.
Other spell casting taxations are: Aura of Silence, Isolation Cell and Painful Quandary
To slow down your opponents play, you have a bunch of hate-bears/enchantments that make their creatures etb tapped:
Authority of the Consuls / Blind Obedience / Thalia, Heretic Cathar
while you start gaining a bunch of life from creature etb:
Soul Warden / Soul's Attendant / Suture Priest
all synergizing pretty well with Ajani's Pridemate, Karlov of the Ghost Council or Cliffhaven Vampire.
To protect yourself from getting attack you have a bunch of taxation like:
Ghostly Prison, Hissing Miasma, Sphere of Safety, Windborn Muse, Teysa, Envoy of Ghosts, Norn's Annex
Later in the game you can really start messing with people with cards like:
Ob Nixilis, Unshackled, Archfiend of Depravity
and last but not least two infinite combos to finish the game off:
Bloodchief Ascension + Mindcrank
Making your opponents mill and kill themself to death from taking a single point of initial damage.
Exquisite Blood + Sanguine Bond or Defiant Bloodlord or Cliffhaven Vampire
for the never ending lifedrain.
Bond of Agony / Debt to the Deathless / Exsanguinate to activate either of these combos to win the game on the spot.
For combo protection you have Grand Abolisher / Greater Auramancy, making sure your combo cant be countered or removed during your turn.
