Use cards like Catalyst Stone, Secrets of the Dead, and Burning Vengeance to extract value from cheap spells with Flashback.
In the early game you mostly play do-nothing cards and fiddle with your hand and graveyard. But after a bit of set-up, a Think Twice in your graveyard can be like an Ancestral Recall in your hand. You ultimately win by burning your opponent to death.
As the name implies, this deck is dirt cheap. And I'm not sure there's much you can do to improve it with money, beyond improving the manabase. I wasn't even trying to make a budget deck this time, it just so happened that nothing I wanted was worth more than 50 cents.
EDIT: On second thought, Rite of Flame is probably worth playing. Put in a playset, took out a Shattered Perception, an Island, and two copies of Devil's Play. So 11$ Creatureless Flashback is now 15$ Creatureless Flashback.
EDIT 2: Added Flame Jab, which ought to be really good once my engine gets going and I start drawing tons of land. Also fiddled with the counts for various cards.
I considered including Rolling Temblor and Conflagrate. Still not sure leaving them out was correct.
