Burning Vengeance deck, pure and simple. Innistrad has plenty of things for this concept, but RtR boosts it a lot.

It's a standard blue-red concept. Plenty of card advantage, and as much flashback as is possible to get in there. There's other flashbackers, but I find they're just not as good as what I've got loaded in there.

The Snapcasters fit the concept perfectly. They provide flashback for anything that doesn't have it. 4 creatures in total is a good number for the deck, considering the amount of sweepers. But then, they're Snapcasters. They've pretty much only got one use.

Burn and draw until you can get your BVs out, then flashback to get the win.

This deck does not appear to be legal in Standard (Season from Sep 2021).

Problems: Not legal in this format: Chandra, the Firebrand, Snapcaster Mage, Burning Vengeance, Blasphemous Act, Rolling Temblor, Faithless Looting, Pillar of Flame, Izzet Charm, Think Twice, Desperate Ravings, Geistflame, Steam Vents, Sulfur Falls.
