This is a competitive Narset commander deck. It functions by giving you extra turn and extra combat spells, so you can attack non-stop. You'll need to start the game by casting your mana rocks (signets, Basalt Monolith, Mana Vault), so that you can ramp up and cast Narset as soon as possible. After that, either attack the vulnerable player, or give Narset an enchantment that makes her unblockable (Steel of the Godhead, Holy Mantle, Aqueous form). After that, Narset will let you cast all those high cost cards (Expropriate, Eldrazi Conscription) for free. There are a few other cards worth noting:
Armageddon: There have been several games where I have played a turn four armageddon, with Narset on the battlefield. People tend to scoop when that happens.
Generator Servant: The only creature in the deck. By providing both mana ramp and haste, Narset can often come out turn three or four, and attack immediately.
Scroll Rack: Hard casting Expropriate or Eldrazi Conscription usually isn't an option. With Scroll rack, you can send those cards from your hand, right to the top of your deck.
Ancestral Knowledge: for a small cumulative upkeep, you can stack the top ten cards of your deck, so that when you attack, you will get only the best cards.
Howl of the Horde: Because casting Expropriate three times is awesome.
Possibility Storm: Possibility Storm only affects cards that are cast from the hand. So players can still cast their commanders, and you will still be able to cast the spells that Narset exiles.
Need for Speed: I am shocked that Need for Speed only shows up in 7% of decks on EDHREC. Just remember: once Narset comes into play, you don't need mana anymore. Sacrificing that land could win you the game.
Pact of Negation: It really sucks when someone counters Narset with Desertion. The two counterspells in this deck (the other being Force of Will) are designed to counter your opponent's counterspell. But also, when Narset attacks, no one will want to counter your stuff if they know that you can counter it.
