So this is basically a mill deck in a control/fog shell.
Mill engine:
Spinx's Tutelage makes your opponent mill every time you draw. While Howling Mine + Kami makes consequent more draws every turn, the real engine starts with Puzzle Box and Jace's Archivist. Discarding the whole hand, draw the handsize again (for both) and then mill.
So the deck is heavily based on Sphinx's Tutelage, thats why I added Drift of Phantasms to transmute for it. Otherwise the deck will do nothing. Also 0/5 flying, defender is nice for defense.
The rest is basically a control/fog shell. Path to Exile, Negate, Vapor Snag and Dawn Charm should stop the enemy from doing much. Thats why I added Isochron Scepter to perma-fog, -counter, -bounce, -exile. Also Scepter lets you play 2 cards in 1, thus minimizing the risk of overdrawing.
Echoing Trust is a can-trip/one-of for beating token-decks or bounce something that stops you from winning the game thru mill.
Supreme Verdict is there for risk management. Since just bounce and remove creatures might not be enough sometimes.
Elixir of Immortality is there so you don't mill yourself too hard before your opponent does.
Ghost Quarter synergizes very will with Tutelage and Path to Exile, making the opponent mill more while also slowing him down.
I tried to keep this "budget"-viable. Overall its an 70$ deck. Will lots of fun for kitchen table modern format.
