This deck focuses more on being a 'flash tribal' deck rather than just a 'casting-spells-during-your-opponents-turns' deck. This build probably isn't as powerful of a deck as the latter, but as a flash enthusiast, I couldn't resist.
Cast [[Nymris, Oona's Trickster]] and start passing your turns, holding up your mana. If an opponent casts a major threat, flash out some removal/counterspells ([[Mutual Destruction]], [[Voracious Greatshark]], etc.). If nothing major occurs, instead go ahead and play your pieces ([[Slitherwisp]], [[Cunning Nightbonder]], etc.) to build your own board state. Either way, you're making out in the deal, for as long as your commander is out, you'll be gaining card advantage by casting most spells on your opponents' turns.
You can close out the game by outvaluing your opponents, dealing with their threats, and flashing out your own ([[Lochmere Serpent]], [[Hullbreaker Horror]], etc.), many of which can work as both removal and powerful beaters.
