The idea is that you go for relentless rats. Lots of them. If you get five, pow! five 6/6's. Marrow-Gnawer is the commander because he gives these huge rats fear making them unblockable against non-black, non-artifact decks. Alternatively you could use patron of the Nezumi as your commander If your opponents have a lot of weak creatures that will die to your rats. Patron and Ogre Slumlord work marvelously together. Ascendant Evincar is the only creature with flying and he also weakens non black creatures allowing you to get an edge. coat of arms is a monster with relentless rats they then each get +2/+2 for each other relentless rats so that even a pair of them are 4/4's nothing to mess with but lets say you've got six? that makes six 12/12's and that is pretty sweet. most of the other cards just make relentless rats a bit stronger or a bit cheaper and are just there for filler. This deck is mainly a joke but if you've got some bank to throw around it or a version of it can be a fun, easy deck for a beginner or something.
