To play your deck at an official ("DCI-sanctioned") tournament you need a deck registration sheet. Here you can download such a sheet pre-filled with the cards in this deck!

Very Budget Izzet Deck.
Its strategy is casting a lot of removal spells and counterspells and kill the enemy with powerful drakes.
This is not a fast deck so for the first few turns it relies on Galvanic Bombardment, Flame Slash, Blitz of the Thunder-Raptor and Beacon Bolt to get rid of your opponent's creatures.
Dispel ,Rune Snag, Test of Talents, Spell Pierce and Stubborn Denial counter removals to keep your creatures safe and slow down your opponent.
Also Apostle's Blessing protects your Drakes and sometimes even Just the Wind can be used in this way.
While countering and removing, your graveyards fills with instants and sorceries that make Enigma Drake and Crackling Drake more and more powerful.
To speed up your game there are four copies of Frantic Inventory along with Salvage Drone.
Temple of Mystery find place in this deck to prevent useless draws and to increase your hand quality.
Many of these cards are graveyard-friendly: Galvanic Bombardment, Rune Snag, Blitz of the Thunder-Raptor and Frantic Inventory increase their own power, the jump-start ability of Beacon Bolt can make them better faster and Skaab Ruinator can be discarded easily and then cast at the right time.
In late game Mission Briefing is very useful to reuse cards in your graveyard, mostly Rise from the Tides that can be discarded early in the game.
Eventually Fling can be a win condition, since in late game your drakes will be very powerful and can be thrown directly at your opponent's face.
