Static abilities and creatures in your graveyard

If I had a [c]Slitherhead[/c] in my graveyard and an [c]Undead Warchief[/c] out on the battlefield, could I scavenge it for just (1) +1/+1 counter or (3). Can anyone quote me a rule about static abilities and the graveyard?

The Anthem effect of the Undead Warchief won't touch Slitherhead. Rule follows.

403.2. A spell or ability affects and checks only the battlefield unless it specifically mentions a player
or another zone.
