Take a look at my blue green infect deck, it has a consistent turn 2-4 win.  Quite powerful and budget.  Also consider adding Misty Rainforest (land) and Breeding Pool (land).

For some reason Black and Green Infect doesn't seem to come together as well as mono black or Green and Blue.

I feel like Breaading Pool is fine, but Misty Rainforest is almost the cost of his entire deck, which appears to be somewhat budget. Maybe he should try some of the land creatures?

And if you meant to say Verdant Catacombs and Overgrown Tomb, those are usually more expensive.
