The core three colors look like they should be green, red, and blue, interestingly the same colors as Sarkhan Unbroken. These colors will make the deck work, protection, mana generation, etc… until you can start dropping the win condition, dragons. The key to the win condition is Sarkhan and rainbow lands. Let’s start with the tools

Mana mana mana, oh my accelerators
Beast Caller Savant x4 - Haste!!! He can tap as soon as he drops, any color what summoning a creature
Rattleclaw Mystic x4 – Red, green, and blue
Dragonlords Servant x4 – Drop the cost, you have these in the list already
With 8 mana generating creatures and 4 guys dropping the cost of our dragons we can drop the mana base to 22 comfortably and begin playing.

Ok mana base, 8 rainbow lands for our creatures, 4 lands to fetch basic land and thin the deck, 4 scrying duel color lands that are our core colors, 6 basic lands to finish the lands base, add the 8 mana creatures and we have 30 mana in the deck. All these gives us 45 cards, you have 15 cards in the dragonlords and planeswalkers for the total of sixty.
