Can somebody tell me why the deck is just  legal in legacy and not in modern?

I didn't look at each and every card ... but Swords to Plowshares is not Modern legal; it hasn't been printed in a "real" expansion set since 4th edition.  Supplemental products like Duel Decks, Masters sets, Conspiracy sets, and Commander sets do not count towards being Modern legal.
