Hmm.. I recommend to clean up the landbase. My golden rule here: "If it always enter tapped, it needs to have a significant effect". Especially with your budget there is no reason to play stuff like Rakdos Guildgate. you want to be as fast as possible.

Heroe's Downfall could be replaced with Bedevil.

Then, what about replacing Diabolic Tutor with Demonic Tutor? Since demonic got a reprint, he should fit into your budget.

Since Kalia is only 2/2, it could be useful to make her unblockable with cards like Prowler's Helm or Whispersilk Cloak. But this is a little meta dependant.

If you really want to spread salt, add Master of Cruelties. If you cheat him in with kalia and your opponent can't block, he's out.
