I need help ID'ing a card

I played against a commander where the guys deck had only 1/1 creatures in it.  His commander did something like give each 1/1 creature attack a +1 counter for each other 1/1 attacking creature.  anyone know which commander this is.   MSG kal4444 or back here.  thanks
