1. I kinda like where this is going, but I wonder if there are some better mill cards that could be incorporated. Below are some suggestions I'd consider, but I wouldn't put them all in the deck. You are going for a mill/faerie tribal, so if you add too much mill, you'll lose the faerie tribal theme.

    - Tasha's Hideous Laughter: It's a great card that will hit all opponents. Since your decklist doesn't seem to have any recursion or graveyard theft going on it, exiling their cards isn't a big loss for you. Plus, if it hits a Kozilek, Butcher of Truth or some other card with an effect that allows them to shuffle their graveyard back into their library, you can be safely assured that your mill strategy won't go to waste. At least consider it as a Maybe-Board if you're not big on exiling people's libraries (it is kind of a jerk thing to do, but so is regular mill).
    - Fractured Sanity: Similar to Tasha's, but just plain mill. It's a bonus in that you can cycle to draw a card and still get to mill opponents.
    - Maddening Cacophony: Also similar in nature to the previous two. It mills each opponent, but if you got the mana, you can Traumatize each opponent.

    - Court of Cunning: Introduces the monarch, which being a faerie deck full of flyers, gaining back the crown if it's ever stolen from you is easy. You can also synergize the monarch trigger with Faerie Mastermind if your opponents ever become the monarch. On top of that, you'll always mill on your upkeep regardless of being the monarch or not.

    - Altar of the Brood: You're making a bunch of faerie tokens, it only makes sense that you can capitalize on that by forcing your opponents to mill whenever you create them.

    - Memory Erosion: This is pretty explanatory, punish your foes for casting spells.

    - Psychic Corrosion: This and the next two are great, but require you to have a decent amount of dedicated card draw.
    - Sphinx's Tutelage
    - Teferi's Tutelage

    - Jace, the Perfected Mind: Decent planeswalker. His ult is obviously really dangerous for your opponents, but his -3 ability is really where its at. Mill an opponent for 3 cards, and you might be able to draw three, but you'll get at least draw a card if it's still early game.
    - Ashiok, Dream Render: Though it has a a mill ability, the biggest draw is that it prevents your opponents from searching their library for any card (land fetches or tutors).

2. Raise the Palisade is a good board wipe to include alongside Cyclonic Rift. With the amount of control you're looking at with a mill and counterspell theme, you shouldn't need too much. So I'd say just make some room for that card.

3. Dedicated card draw seems a little low (especially for a deck running blue). I'd recommend just adding a couple more draw effects. Reconnaissance Mission is a great addition. You can gain good draw whenever your creatures hit an opponent.
- Additionally, you have an Archmage Ascension, which is good but requires you to draw more than one card a turn. So even consider adding a couple cheap spells like Night's Whisper, Altar's Reap, or Preordain to help Archmage Ascension along.
- Also, consider adding a Reliquary Tower to your land base. No Max handsize goes a long way.

4. Removal is a little low in your deck, but with 12 counterspells you don't need too many. Maybe consider a Feed the Swarm or Infernal Grasp (or some kind of targeted removal if any permanent gets past your counterspells).

5. The last thing I would suggest to consider is in regards to the very minor flash subtheme (Alela's first ability). A Wavebreak Hippocamp aids in the card draw category, but also encourages you to play at instant speed on your opponents' turns. Additionally, you could go with Mind's Dilation. It allows you cast a spell from your opponent's decks whenever they cast their first spell each turn.

Otherwise, like I said, I like where this deck is going. It's a solid deck, I think it will function just as well even without these suggestions, but it's all just something to think about. Seems like a pretty fun deck.

Couple of cards I don't have access to yet, since this is a physical deck I own. Also, Old Gnawbone and Goldspan Dragon were too expensive for me to buy. Sadness.
