Budget Wizards

Extremely budget version of a U/R Wizards Deck, featuring no Shock Lands.

Of course, adding cards such as Wizard's Lightning and Shock Lands will make the Deck better. I picked up this game not too long ago so I'm still a beginner, and I think I do need help with the card choices, ratios and etc.

Any suggestions will be good. If the suggestions are not on the budget side it's fine, I'll still learn.
