Title: arcane signet not commander legal on deckstats.net

does anybody knows why the arcane signet (https://cards.deckstats.net/magiccard.php?utf8=1&lng=en&card=Arcane+Signet) is not commander legal here?

edit : or any throne of eldrain cards for that matter?
